On the front:
Suicide Squad: Rick Flagg, Bronze Tiger, Deadshot, Captain Boomerang, Count Vertigo, Nemesis, Nightshade.
Thunderbolts - Songbird, Venom (Mac Gargan), Bullseye, Penance, the Radioactive Man, the Swordsman, and Moonstone.
Who takes on who, and who wins?
No editorializing. I'm leaving this up to you folks to decide.

The Wall defeats all of the Thunderbolts without needing any help from any of the squad members. Remember, she beat Batman.
Bullseye vs. Deadshot could be epic, in and of itself but the duke has to go to The Suicide Squad, they have a chemistry The T-bolts could never achieve and eventually went on to even act like a team.
The T'Bolts overwhelm the Squad, but Waller then outmaneuvers Osborn by recuiting his entire team with a better deal, creating a new Suicide Squad.
So I guess I'm voting for the Squad, since Waller ends up winning.
