I really don't unnerstand the first clue (something to do with legacy hero?), the second has to do with sleeping with a redhead, the third about hunting and killing a person and the fourth implying that their British and in her majesty's employ. Who is it? I have no idea. Captain Britain? Union Jack? Moira McTaggart?
I want to say Tara Chace, but the Queen & Country thing is way too blatant. But still, she was the second Minder One in the Q&C run, so she was first, second. She's a trained assassin, so she hunts the most dangerous game (if that is, as the famous short story implied, man), and yes, she does awful things for the safety of queen and country.
Black Canary has been first and second (both in terms of which BC and also which earth), and she probably does all manner of disgusting things for Queen. Is she known for contacting Babs Gordon first thing in the morning?
1) She's been first and second chair on prosecution, first Manhunter outside of the auspices of any Manhunter cult and second Manhunter cult renegade after her mentor. She's headlined her own book and been the backup in another.
2) Her costume is red. She also gets outraged at criminals who don't receive proper justice.
3) Man: the most dangerous game.
4) Has operated under Amanda Waller, the White Queen, and for the US.
It's J'onn J'onzz. Sees red skies (on Mars), hunts man (Martian Manhunter, and tried to take down queens and kings (Checkmate) in the name of country (the US govt in 52)
As for the queen and country bit, it depends how you look at it: she was wife of the Vice-President, eventual First Lady after Lex went cuckoo. But over in Superman/Batman, when she ended up as head of Lexcorp, she tried to keep stores of Kryptonite hidden from Clark at the behest of the government (IIRC).
